WCG By-Laws The By-Laws are the underlying foundation of the pool and governs its actions. Click here to read the WCG By-Laws. Underwriting Guidelines Membership is subject to subsequent approval by the Board of Trustees, and thereafter subsequently the application and granting of an Affiliate Certificate of Consent to Self-Insure to the Group Member by the Manager of the Department of Industrial Relations, Office of Self-Insurance Plans (DIR OSIP).
