
NonProfits United Workers’ Compensation Group (NPU-WCG) is the first ever Workers’ Compensation self-insurance pool for California nonprofits. Since its inception in 2004, the WCG has been the premier choice for organizations providing health and human services to communities.
In response to the Workers’ Compensation Insurance crisis of the last decade, managers of nonprofit organizations joined forces to build a member-owned and operated pool to offer an alternative to the traditional insurance industry.
We are partnering with our member-owners to prevent injuries, settle claims quickly, and return workers to their jobs with a minimum loss to employee and employer.

Class Code Allocation Program
One of the unique benefits to our members is the flexibility to allocate an employee's payroll amongst various labor class codes. This distinctive rating methodology is not offered by most commercial carriers, and can result in substantial premium savings for members. For example, if an employee spends some time driving a bus, but is mostly in the office performing administrative or other clerical functions, his or her payroll can be allocated between these two classifications, which may result in premium savings for the organization.
Security Deposit Paid by WCG
Workers’ Compensation is a mandatory benefit employer must extend to employee; for this reason, self-insuring Workers’ Comp coverage is subject to more regulations than self-insuring other lines (such as Vehicle). The State mandates that self-insurers place a security deposit equal to an average year’s losses calculated from the most recent three years’ losses. The NPU-WCG places this deposit with the state on behalf of all new members.

Requirements for membership:
- California organization with federal 501 (c) 3 tax-exempt status
- Social Service designation under North American Industry Classification System (NAICS): primary function to provide social services (code 624***) or paratransit (code 458***)
- Social service organizations can operate ancillary services such as school, respite care, or health care – but primary identity of organization must be social services
- Paratransit are eligible by virtue of the federal transportation funds dedicated to providing paratransit as a social service
- Minimum age of organization 3 years
- Minimum WC premium $5,000
- Average positive net worth for most recent 3 years
- Maximum 1.75 experience modification factor (ex mod)
- Meet minimum underwriting criteria, or undergo a pre-quote safety inspection
- Agree to abide by the By-laws and Underwriting Guidelines established by the NPU-WCG Board of Trustees

NPU-WCG Claims are administered by a Third Party Adjuster (TPA), Gregory B. Bragg & Associates, a leader in Workers’ Comp claims administration. Bragg combines state-of-the-art technology with focused, responsive claims management techniques to provide the WCG with a no-nonsense, highly successful model of investigating and settling claims.
Bragg works closely with members to help them understand and meet their Workers’ Comp obligations as employers, ensure timely and complete incident reporting, and track/close claims with the least possible cost and time lost for employees and employers alike.
They also help members analyze claims data and identify injury and claims trends among the membership, develop prevention-oriented education and training for group members, and provide on-site assistance and solutions to members.
